Town Achievements
tIn 1975, Eleanor was declared the "Cleanest Little Town in West Virginia" by A. James Manchin, Director of West Virginia REAP Program.

tIn 1976, Eleanor was chosen as one of the top 10 "All West Virginia Cities." Awards sponsored by the West Virginia Chamber of Commerce.

tIn 1986, People Magazine featured the Town of Eleanor in it's July 28th issue. In the article, it is stated that "Eleanor was a company town and the company was the U.S. Government." Perhaps a better way of putting it would be to say, Eleanor was a people's town established by a government responsive to their needs. For that reason, the Town of Eleanor will be as valuable in years to come as it has been in the past.

tIn 1996, Eleanor was chosen as a Homecoming "96"Community. Several events were held during the year in connection with Homecoming 96. Former residents were invited to come home and take part in these special events.

West Virginia Army National Guard
Eleanor Maintenance Facility
Eleanor, West Virginia
The new Eleanor Maintenance Complex, in Eleanor, WV, is a 132,000 square foot state-of-the-art repair and maintenance facility for the West Virginia Army National Guard (WVARNG). This specially designed Army "Combined Logistic Support Facility" will house the Combined Support Maintenance Shop (DSMS), an Organizational Maintenance Shop (OMS) and United States Property and Fiscal Office (USPFO) parts and storage warehouse.

The facility will provide a full range of maintenance support for all WVARNG military vehicles throughout the state. It includes 28 maintenance work bays with overhead bridge cranes, an engine rebuild shop, a body shop with blast and paint booths, a carpentry shop, a machine shop, a canvas shop, a small arms repair shop and an electrical / communications repair shop. The facility also has specialized testing capabilities in the form of an engine transmission dynamometer. Work has already begun on this facility.

These capabilities truly make the Eleanor Maintenance Complex a state-of-the-art facility for the West Virginia Army National Guard.

Winfield Lock and Dam
The Winfield Lock and Dam is also located on land recently annexed by the town of Eleanor.
Before the completion of the new Locks in 1997, the Winfield Locks on the Kanawha river was the busiest Lock and Dam in the United State. When the original Lock and Dam was built in 1934-37, the cost was $6.3 million. Due to the building of larger barges and the heavy traffic on the Kanawha, it was necessary to upgrade these locks. After years of planning, construction of a modern lock at Winfield began in 1991. The $240 million project cost was shared equally by the federal government and industry. The project was completed in November 1997, making the Winfield Locks the most modern in the nation. At the present time, there are five picnic shelter with grills available for public use, a gazebo, double fish pond with gold fish, park benches, multiple bird houses and feeders all for your enjoyment. Additional recreational facilities are planned for the future.

Eleanor Industrial Park
The Eleanor Industrial Park is located between Route 62 and the Kanawha River at the north end of Eleanor. This land is not within the corporation limits of the town. The companies located there are Diamond Electric, Russ Parkline and Bulk Transit. The remaining vacant land is owned by the Putnam County Development Authority. Even though these companies are not within the town limits, they do make donations to the town. In 1997, Diamond Electric gave the town $10,000 towards new play ground equipment. On June 30, 2000, Diamond Electric, Parkline, Bulk Transit and the Putnam County Development Authority presented a check to Mayor Johnny Harris for $4,000, each donating a $1,000 to be used for whatever purpose the town chooses. Council has approved to use this donation towards the restoration project on the north-west wing of the Red House.
The town government and the residents appreciate the donations these companies have made.

"Green Metals"
Green Metals of Georgetown, Kentucky is in operation. It is an environmentally safe recycling operation in Putnam County's Industrial Park in Eleanor. It has brought 14 new jobs to the area.
Green Metals recycles scrap metal from large manufacturers such as auto plants. Workers will convert scrap steel and other metals into reusable parts for cars, applicances and heavy machinery.

These signs at each end of town have been replaced with the new wood signs designed by John Desmeules.
 We are proud of the fact that Eleanor is one of the "Cleanest towns in West Virginia," therefore these old signs were moved to the new incorporated limits on each end of town.

Fire Department and Municipal Building

This building presently houses the Volunteer Fire Department.

Both rooms B and C in the Municipal building are owned and rented by the Town of Eleanor.
Room B is located downstairs where you see the two windows. It may be rented for small gatherings. Room C is located upstairs, it extends the full length of the higher level. It is also available to rent for larger events. Both rooms are handicap accessible.
